$11,300 Ultimate subscription and I can't initiate a support incident?

I'm an MSDN Ultimate member, $11,300 to get and $3,300 per year.  I'm supposed to be permitted 4 support incidents, so I make an attempt to log an official incident and it goes down like this:

1.  Go to the online page to initiate an incident (1 of my 4), apparently my Subscriber ID isn't enough, I have to create a support contract and get an Access ID?  Bizarre and redundant, why can't my Subscriber ID be used?  So it suggests I do "Online Chat", which I do.

2.  Online chat, I go over what I'm trying to do and need to initiate an official incident ... the online person says I need to call some 800 number and get a support contract setup?

3.  So I call the 800 number, get passed thru many layers of menus and finally got to a "non-technical" person who doesn't really listen at all to what I'm saying an appears to be reading from a script.  So he "walks me thru" the process of getting a support contract setup ... he takes me to the same online page I was just at and then tells me to click on the "Chat" link as they can assist me.  At this point it's just getting stupid, and I tell him I was just here and they told me to call.  He gives me lip service and says they can help and basically is just trying to get off the phone at this point.

4.  So foolishly I try another "Chat" and once again let them know I need to setup a support contract to get an Access ID so I can log an official support incident.  And guess what the "Chat" person tells me to do .... drum roll ... you guessed it, call the 800 number?!

So wow, $11,300 setup and $3300/yr and this is what I get for it?  And Microsoft wonder why developers are leaving?  Seriously, this is beyond incompetent, it's just sad.  The fact I need an "Access ID" in addition to my "Subscriber ID" is more of an indication of just how messed up Microsoft is ... talk about inefficient.  Let me give you a hint Microsoft, I have ONE, yes just ONE, and only ONE Apple ID that gets me anything I need and when I need it -- you get the picture now Microsoft?

Can anyone from Microsoft answer that thread, if not, can anyone give me a better alternative to getting some "official" answers to my questions from Microsoft?
